The Ultra Wide Band Couplers come in -6 dB, -10 dB, -15 dB and -20 dB options.
These would be used in a situation where you had one main trunk cable that you wanted to hook up to multiple antennas. A regular splitter would divide the power by half at each port. So, this device allows you to lose less than half at the tap port. Which allows more power to devices further downstream.
This model (SC-10-C-5G) is a -10 db tap. So there will be -10 db of loss at each tap port (instead of 50%).
